Which route does a pet take into Qatar?
Hukoomi, Qatar’s government portal, says authorized pets may come in by cargo or by excess baggage, and that they are held in a dedicated facility at the airport until customs is done. Air Canada, as the timing answer below explains, keeps animals bound for Qatar out of its baggage compartment all year, so the airline narrows that choice. Hukoomi’s page carries no date and still refers to the Ministry of Municipality and Environment, while the ministry’s site today calls itself the Ministry of Municipality, so the permit is checked before a flight is chosen.
What are the entry requirements for pets going to Qatar?

By Hukoomi’s account, entry turns on a Ministry of Municipality import permit, sought with the owner’s identification and the animal’s vaccination record, which must include a rabies certificate, and good for one month once issued. That page also bars 14 dog breeds from Qatar, which are the American Staffordshire Terrier, Boerboel, Boston Terrier, Boxer, Bull Terrier, Bulldog, Chinese Shar-Pei, Doberman, Great Dane, Japanese Akita, Neapolitan Mastiff, Afghan Hound, Rottweiler and Staffordshire Bull Terrier.
