For Hong Kong, the CFIA’s list of pet export certificates sends readers to the agriculture department there instead of a CFIA form. The department warns that a dog or cat arriving without proper documents may face at least 4 months of quarantine at the owner’s expense or be sent back.

Pet Shipping from Canada to Hong Kong

Hong Kong’s Agriculture, Fisheries and Conservation Department, or AFCD, classifies the places a dog or cat can arrive from, and Canada is in Group II. An animal from Canada enters on a Special Permit, whose attached terms list every condition it must satisfy. Which route does a pet take into Hong Kong?

Only as manifested cargo, routed as directly as possible. Read on 25 September 2026, the Group II terms, form DC-02v05, rule out excess and hand-carried baggage, and ask for AFCD’s approval before any stop in a Group IIIA or IIIB country or place. The crate is labelled to IATA’s Live Animals Regulations. Form PC101, which the captain or the carrier’s staff complete, confirms the pet never left its crate and met no other animal on the way.

What are the entry requirements for pets going to Hong Kong?

The short answer

From Canada, a dog or cat needs AFCD’s Special Permit, granted before final travel plans are made and good for one consignment within 6 months, and a health certificate on AFCD’s form VC-DC2 or an equivalent, signed by the pet’s own vet and endorsed by an official CFIA veterinarian.

Which pets can enter Hong Kong?

Four dog types cannot be imported into Hong Kong at all: the Pit Bull Terrier, also known as the American Staffordshire Terrier, the Japanese Tosa, the Dogo Argentino and the Fila Braziliero, along with any crossbreed of them. A Staffordshire Bull Terrier is allowed but travels with a statutory declaration confirming the breed. A dog or cat under five months old must not be imported, and neither may an animal more than four weeks pregnant.

The five month floor comes from the permit terms. The notes printed on VC-DC2 state it another way: an animal not yet 5 months old is held in quarantine until it is, and one below 60 days cannot come in. Check a young animal with AFCD before planning its move. A Bengal cat, or a cross of one, needs documents certifying five or more generations of domestic ancestry. The Group II terms are stated not to apply to Savannah cats.

What vet work and documents does a pet need for Hong Kong?

The vaccinations and the microchip go on one health certificate per animal, VC-DC2 or an equivalent, signed by the pet’s vet and endorsed at a local CFIA office, by appointment only, before the pet leaves Canada. Read on 25 September 2026, the Group II permit terms and VC-DC2 ask for no rabies antibody titre test. AFCD’s airport office offers a free check of copies of the finished documents before the pet is shipped.

Planning Timeline for Pet Shipping to Hong Kong

AFCD’s published steps for Group II start with the permit and then the vaccinations. A pet short of a rabies shot dated 30 days or more before export, or of the other vaccinations 14 or more, gets those next. Book the CFIA endorsement early: VC-DC2 is dated within the 14 days before export and endorsed before the pet leaves. AFCD will look over copies of the documents at its airport office and wants 24 hours’ notice of the flight landing, and a dog aged 5 months or over is then given a Hong Kong dog licence at the owner’s expense.
