Pet Shipping from Canada to the Philippines

A move from Canada to the Philippines turns on one document issued there before the pet sets off. The Bureau of Animal Industry’s import clearance, the SPSIC, has to be approved first, stays valid for 60 days, and is what the Canadian certificate is then written against, so the vet work comes before it and the CFIA endorsement after it. Approved Routes and Entry into the Philippines

On arrival the Bureau separates animals travelling with a passenger from those collected as freight. For the first, carried aboard or checked in, its Veterinary Quarantine Officer wants printed copies of the approved SPSIC and the original veterinary certificate. For the second, released at the cargo terminal, it wants the same pair plus an air waybill bearing the airline’s arrival stamp. The airline decides which option a flight allows, so tickets wait until the clearance is approved and the crate size is known.

What are the entry requirements for pets going to the Philippines?

The short answer

From Canada, the Bureau of Animal Industry asks a dog or cat for its approved import clearance, a microchip an ISO-compatible reader can read, each listed vaccination, treatment against internal and external parasites between 91 and 7 days ahead of the clearance application, and finally a veterinary health certificate dated within 10 days before departure.

Which pets can enter the Philippines?

A dog or cat from Canada has to be 120 days or older when the import clearance is applied for, and its first rabies shot has to come at an age of 84 days or more and 14 or more days ahead of the application; a pet fresh from its annual booster can travel at once, the Bureau of Animal Industry says. It turns away an animal that is pregnant on the day of application, and accepts a mother only when her young were born at least 12 weeks before the trip and a licensed veterinarian has certified the family healthy. No more than three pets can share one importation.

The vaccinations have to stay in date until arrival. The Bureau also wants the vaccination card to match the veterinary certificate, with consignor and consignee written exactly as that document gives them, so it is the paper to proofread before the CFIA appointment.

With complete documents, the Bureau says, a pet may leave the airport on the day it lands, and payment for the SPSIC can be made at the Veterinary Quarantine office there. What vet work and documents does a pet need for the Philippines?

Before the SPSIC can be requested, the pet needs a microchip that an ISO-compatible scanner can detect, or its owner brings a reader for the chip it has. The opening rabies dose must be 14 or more days old by the application. Dogs also need cover against canine distemper, infectious hepatitis, parvovirus and parainfluenza, plus leptospirosis, and cats panleukopenia, viral rhinotracheitis and calicivirus, with at least 14 days between each and the application. Internal and external parasite treatment falls between 91 and 7 days ahead of it. The request is filed online with those records, proof of the chip and a photo of the animal, in PDF or JPG files of less than 5 MB each. After approval, your own vet completes the certificate, and a CFIA veterinarian endorses it at a booked appointment, which has to happen before departure.

Planning Timeline for Pet Shipping to the Philippines

Age decides the start for a young animal: its opening rabies shot can come at 84 days old, and it cannot be entered for the SPSIC until 120. For a grown pet with current vaccinations, the parasite treatment and the SPSIC come first. Everything after has to fit inside the clearance’s validity: the flights, a certificate dated no more than 10 days before takeoff, and the endorsement, requested with as much notice as possible because walk-ins are not accepted.

The departure airport follows from which airline will carry the pet and in what way, not from a fixed list, and a road transfer to a more distant airport can be booked as its own service. At the Philippine end, the Bureau of Animal Industry’s procedure on landing applies at any international port of entry, with one set of papers for a pet travelling with its owner and another, adding the air waybill, for a pet collected at the cargo terminal.

When is the best time to fly a pet from Canada to the Philippines?

Air Canada’s page on travelling with pets, read 16 September 2026, restricts animals in its baggage compartment in the cold months by date, temperature and aircraft, as our fall and winter restrictions guide sets out. The same page’s summer table, which bars pets from the baggage compartment on certain routes, has no row for the Philippines. The season is weighed against whichever airline carries the pet.
