Why Taiwan's Pet Import Process Demands Precision
Taiwan’s system is built on interlocking deadlines. The quarantine waiver is not a form you fill out. It is a set of conditions that must all be true on the day your pet lands: the titre blood was drawn at least 180 days and no more than a year ago, the import permit was filed at least 120 days ago, the health certificate is an original APHIA Form 002 endorsed by CFIA, and the crate carries a government-applied seal. If any single condition fails, your pet enters the quarantine facility and blood is re-drawn for testing.
Canadian pet owners face an additional layer of coordination because CFIA handles the health certificate endorsement differently than the US system. You still use APHIA Form 002, but CFIA endorses it according to their own guidance and timelines. CFIA also notes that Taiwan may change import requirements without advance notification, which means checking for updates throughout your preparation window is not optional.
These details trip up even experienced travellers:

Approved Routes and Entry into Taiwan
Canada has one direct flight option to Taiwan: EVA Air’s nonstop service from Vancouver International Airport (YVR) to Taipei Taoyuan International Airport (TPE). This is the simplest and least stressful routing for pets departing from British Columbia or nearby provinces.
From Eastern or Central Canada, direct service to Taipei is not available. The most common connections route through a US West Coast airport (LAX or SFO via a US carrier or EVA Air), through Tokyo Narita (NRT via Air Canada or ANA), or through Hong Kong International Airport (HKG via Cathay Pacific). When connecting through the US, your pet’s paperwork may need to satisfy US transit requirements in addition to Taiwan’s, so confirm with your carrier whether the pet clears US customs during the connection.
EVA Air is the most experienced carrier on the Canada-Taiwan route for pet transport, accepting pets as checked baggage and cargo depending on size. Book your pet’s space early because live-animal capacity is restricted on every flight. Choose the routing with the fewest connections to minimize handling, reduce stress on your pet, and lower the risk of delays that could affect the validity of your time-sensitive health certificate.
What are the entry requirements for pets going to Taiwan?
The short answer
From Canada, the CFIA has the owner obtain the import permit from Taiwan’s veterinary authority before travel, then a licensed veterinarian fills in the certificate for pets from countries considered infected with rabies, and a CFIA Official Veterinarian signs it before the flight.
Import Eligibility for Pets
Taiwan classifies Canada as a “rabies-infected” country, which triggers a default 7-day facility quarantine at a government-operated holding centre near Taipei. APHIA draws fresh blood during quarantine for re-testing. The quarantine waiver is available when two timeline conditions are satisfied: the titre test blood was drawn at least 180 days, and no more than a year, before your pet’s arrival, and the import permit was submitted 120 or more days before arrival (or 20 to 120 days if the lab transmitted results directly to APHIA).
If your pet arrives without a valid titre test on record, quarantine extends to up to 180 days. Breed restrictions also apply: Pit Bull Terrier breeds (American Pit Bull Terrier and American Staffordshire Terrier) are prohibited from entry, effective March 1, 2022. A single traveller may bring no more than 3 pets from rabies-infected countries. Taiwan accepts an inactivated rabies vaccine, or another type it has cleared for use, and treats every rabies vaccine as valid for one year from administration, even if the product label indicates a three-year duration. The pet must be 90 days of age or older at the time of vaccination.
Before mapping your timeline, we confirm Taiwan’s current classification, your pet’s breed eligibility, and which waiver pathway applies. Request a quote to get a plan built around your travel date.
Health Preparation and Documentation
Taiwan requires APHIA Form 002, which is the country’s dedicated health certificate for pets from rabies-infected areas. In Canada, your veterinarian fills out this form and then CFIA endorses it according to their published guidance for Taiwan-bound pets. CFIA has noted that Taiwan may update import requirements without notification to the CFIA, so verifying the current version of requirements before your CFIA appointment is critical.
The import permit is applied for separately through APHIA’s online portal at pet-epermit.aphia.gov.tw. The permit confirms that APHIA has pre-approved your pet’s import based on the documents you submitted. Your pet’s travel crate must be sealed by government officials, and the seal number must appear on the health certificate. The original endorsed APHIA Form 002 must physically accompany your pet on the flight. Without the original document, APHIA can refuse entry.

Planning Timeline for Pet Shipping to Taiwan
The quarantine waiver pathway takes 7 to 8 months from start to travel. Month 0: implant the microchip and administer inactivated rabies vaccine. Month 1 (30 or more days post-vaccination): draw blood for the titre test at a WOAH-approved lab. This blood draw date starts the 180-day clock. Month 3: submit the import permit application through APHIA’s portal (120 or more days before arrival). Final 10 days before departure: complete APHIA Form 002, obtain CFIA endorsement, seal the crate with a government official, and travel.
If you opt for the standard pathway and accept the 7-day quarantine, the timeline compresses to 4 to 5 months. The microchip, vaccination, titre test, and import permit are still required, but you do not need to satisfy the 180-day and 120-day waiver windows.

Every Pet Travels Differently
Different destinations, different routes, different challenges.
Your pet’s vaccination history, breed eligibility, and travel timeline all shape the plan. Taiwan’s interlocking deadlines mean the sequence matters as much as the paperwork itself. We build each plan from scratch around your move date.
Destination-Focused Planning
The agency that decides whether your pet enters Taiwan is APHIA, the Animal and Plant Health Inspection Agency (previously called BAPHIQ), which operates under Taiwan's Ministry of Agriculture. APHIA manages the import permit system, inspects arriving animals, and runs the quarantine facilities. What makes Taiwan's system distinct is that APHIA does not accept standard international veterinary certificates. They require their own form, APHIA Form 002, filled out according to their specifications.
Smart Routing and Logistics
Direct flight options from Canada to Taiwan are limited compared to what is available from the US. EVA Air operates a nonstop route from Vancouver (YVR) to Taipei Taoyuan International Airport (TPE), which is the most straightforward option for Western Canada. From other Canadian cities, you will likely connect through a US West Coast gateway, through Tokyo Narita (NRT), or through Hong Kong (HKG). Each connection adds logistical steps.
Personalized Support
One coordinator manages your file from initial consultation through arrival and processing at Taipei Taoyuan International Airport. They track titre test results, the 180-day waiver window, permit deadlines, and airline booking timelines so you always know exactly where things stand.
Questions about moving a pet to Taiwan
Request a QuoteHow much does it cost to relocate a pet from Canada to Taiwan?
The cost of a move depends on several things: your pet’s size and weight, which set the crate and cargo price, the airline and departure city, veterinary fees for the health certificate and any required tests, government endorsement and permit fees, and how much of the process you would like us to coordinate. Because those pieces change from one pet and route to the next, we quote the full journey up front, including government fees, so there are no surprises later. Tell us your pet and your destination and we will send a clear plan and a price.
Can I avoid quarantine when shipping a pet from Canada to Taiwan?
Yes, through the quarantine waiver pathway. Taiwan imposes a 7-day facility quarantine by default on pets from Canada because the country is classified as “rabies-infected.” To avoid it, you need to meet two conditions before your pet lands: the titre test blood draw must have happened at least 180 days, and at most a year, before arrival, and your import permit must have been submitted 120 or more days before arrival. If both are satisfied, APHIA releases your pet after airport inspection instead of holding them in the facility. Without a valid titre on file, quarantine can extend to 180 days, so the waiver pathway is worth the advance planning.
What is the import permit process for pets entering Taiwan?
You apply for the import permit through APHIA’s online portal at pet-epermit.aphia.gov.tw. The application requires your pet’s microchip number, vaccination records, and titre test results. For the quarantine waiver pathway, submit the permit application 120 or more days before your pet’s arrival date. If your testing lab sends results directly to APHIA, the submission window shifts to 20 to 120 days before arrival. APHIA is currently in a transition period for 2026 where both old and new permit formats are accepted, but old-format permits will expire on January 1, 2027. Once approved, the permit confirms that APHIA has pre-cleared your pet for entry.
Does my pet's crate need to be sealed for Taiwan?
Yes. Taiwan requires that a government official physically seal your pet’s travel crate before departure, and the seal number must be recorded on the health certificate. In Canada, this means scheduling an appointment with CFIA or the appropriate government veterinary authority to apply the seal. The crate must meet IATA standards for size, ventilation, water access, and structural integrity. Because the health certificate is only valid for 10 days, you need to time the sealing appointment close to your departure date while still leaving room for the CFIA endorsement. Coordinate these appointments together when possible.
How long does the full Taiwan pet relocation process take from Canada?
The quarantine waiver pathway takes 7 to 8 months from your first veterinary appointment to travel day. The biggest chunk of that time is the 180-day wait between the titre blood draw and your pet’s arrival in Taiwan. The remaining time covers the microchip and vaccination appointments (month 0), the 30-day wait before blood draw (month 1), the import permit submission (month 3), and the final health certificate and crate sealing window (last 10 days). If you choose the standard pathway and accept 7 days of quarantine on arrival, the process compresses to roughly 4 to 5 months because you do not need to meet the 180-day and 120-day waiver deadlines.
How does Pet Travel Advisors handle a Canada to Taiwan relocation?
We manage the entire process so you do not have to track dozens of deadlines on your own. We start by building a custom timeline based on your travel date, then coordinate with your veterinarian on the microchip, vaccination, and titre test sequence. We confirm the blood goes to a WOAH-approved lab and that results meet Taiwan’s 0.5 IU/ml threshold. We prepare APHIA Form 002, guide you through CFIA endorsement, submit the import permit application at the right time, and arrange the crate sealing appointment. On travel day, we make sure every original document is in place and your pet’s space is confirmed with the airline. Request a quote to discuss your move.
