Clearance happens at the Korean port of arrival, where officers of APQA, Korea’s Animal and Plant Quarantine Agency, examine each cat or dog and the government health certificate that travels with it. Approved Routes and Entry into South Korea
Quarantine officers are posted at Korean airports and seaports. APQA’s contact list gives three numbers for Incheon, passenger and cargo, then Gimpo, Gimhae, Jeju and others. An animal that cannot be released is kept at the quarantine facility where it arrived, or the closest one when that port lacks its own, and its owner covers the upkeep, a job the staff at Incheon can take over.
What are the entry requirements for pets going to South Korea?
The short answer
From Canada the answer is HA2033, the CFIA’s certificate for this route: a microchip, a rabies vaccination and a neutralizing antibody level no lower than 0.5 IU/ml, each recorded on it, with the blood drawn in the 24 months before boarding and an examination before departure. Where the chip or the test is missing, HA2033 lets it be done in Korea during quarantine, at the owner’s expense and at the cost of a longer stay.
Import Eligibility for Pets
APQA’s rules deal with cats and dogs. An animal aged 90 days or more is released the day it lands once its papers are checked, its chip matches the certificate and its titre is at least 0.5 IU/ml. If any of that fails, it is quarantined at the owner’s cost until put right, which APQA says averages 10 days and can take longer. Arriving with no certificate at all means a return flight to the exporting country, also paid by the owner.

What vet work and documents does a pet need for South Korea?

The checklist rests on four documents, all read on 25 September 2026. The CFIA’s Korea export page, modified 23 September 2026, links the certificate for the route, HA2033, amended 9 July 2013. Planning Timeline for Pet Shipping to South Korea
Start from the titre test. Korea accepts a result for 24 months after the sample is taken, so one drawn for an earlier move may already cover this one, and none of the documents read on 25 September 2026 sets a wait between the test and the flight.
